Does the minister in charge of the legal highs bill understand his own legislation?

Today we look at the Commons debate on the psychoactive substances bill. There seems to be much confusion over what the bill will make illegal and who would be vulnerable to prosecution. If the politicians debating the legislation don't understand it what hope do the rest of us have?

Also we have news that the Manchester homeless camp has been dismantled again after security and bailiffs moved on to the site acting out a possession order from Manchester Metropolitan University.
