If Labour are lurching left, how do we explain the rise of Tessa Jowell?

The staunch Blairite is the current frontrunner to be the Labour candidate in the London mayoral election. How is Jowell so far ahead in the capital but her ideological opposite Jeremy Corbyn is apparently winning nationally?
